Only one controller can access an account at any given time, the ps5 does have a guest account system that will create a temporary guest account for the second controller and as long as the main account has access to something the guest should be able to be brought along without any issues...
Sething you might try is to set the controller settings to read usb first and then physically connect the controller to the playstation with a usb cable
